Unemployment rates are calculated using (1) American Community Survey (ACS) five-year unemployment data by census tract, (2) the census-share methodology, which is based on a combination of ACS data and county-level BLS data, and (3) BLS county-level data for TEA determination on a county-wide level. To determine rural qualification, population and geographical data are considered. To qualify as a TEA, a project site needs to qualify under only one calculation method.

A TEA can also be created by combining directly adjacent census tracts and considering the weighted average unemployment rate. The EB5AN TEA map performs this function automatically.
