San Jose EB-5 Regional Center

USCIS-Approved EB-5 Regional Center in San Jose, California

The EB5 Affiliate Network (EB5AN) regional center in California covers the entire city of San Jose, including St. Leo’s, Sunol-Midtown, and the rest of the neighborhoods sprawling across the city. If you are considering San Jose as a location for your EB-5 project, contact EB5AN to find out how to affiliate with an EB5AN EB-5 regional center for your project.

Why choose EB5AN’s State of California EB-5 regional center?

1. Experience

EB5AN’s regional centers, all approved by United States Citizenship and Immigration Services (USCIS) and listed on the USCIS website, cover more than 20 states. We have extensive experience with all aspects of the EB-5 process and will help you ensure the success of your project. We can help you determine the number of jobs your project will create, how much EB-5 capital your project can handle, and whether your project meets affiliation criteria. We’ll finish this process quickly so you can be up and running as soon as possible.

2. Job cushion

EB-5 regulations require each EB5 investment to result in the creation of 10 new full-time jobs for U.S. workers that last for at least two years. If an EB-5 project is not affiliated with a regional center, only direct employees of the new enterprise can be counted toward this total. Affiliating with a regional center modifies the requirements, so you can also count indirect and even induced jobs in your job creation total. This means you can collect investment capital from more investors and have a bigger job cushion to ensure that each of your investors will meet the job creation requirement.

3. Coverage of all of San Jose

Since EB5AN’s regional center has geographic coverage of the entire State of California, this means you can pick anywhere in San Jose for your project location and start raising capital right away. Will your EB-5 project be in a targeted employment area?

Because targeted employment area (TEA) designation holds numerous benefits for EB-5 projects in San Jose and other cities, it is important to understand both the benefits of and the USCIS process for TEA designation. To determine whether your EB-5 project location falls within a TEA, please consult our free EB-5 TEA map, which includes data for the entire United States. All you need to do is to enter the project address—the rest of the process is automated.

The EB5AN TEA map relies on the most recently published versions of two data sets, namely American Community Survey (ACS) five-year data and Bureau of Labor Statistics (BLS) data. It assesses TEA eligibility based on four calculation methodologies USCIS accepts—three related to calculating unemployment rates and one related to qualification as a rural TEA. Unemployment rates are calculated using (1) American Community Survey (ACS) five-year unemployment data by census tract, (2) the census-share methodology, which is based on a combination of ACS data and county-level BLS data, and (3) BLS county-level data for TEA determination on a county-wide level. To determine rural qualification, population and geographical data are considered. To qualify as a TEA, a project site needs to qualify under only one calculation method.

A TEA can also be created by combining directly adjacent census tracts and considering the weighted average unemployment rate. The EB5AN TEA map performs this function automatically.
