To determine rural qualification, population and geographical data are considered. To qualify as a TEA, a project site needs to qualify under only one calculation method.

A TEA can also be created by combining directly adjacent census tracts and considering the weighted average unemployment rate. The EB5AN TEA map performs this function automatically.
