Designated targeted employment areas

Because targeted employment area (TEA) designation holds numerous benefits for EB-5 projects in Portland and other cities, it is important to understand both the benefits of and the USCIS process for TEA designation. It assesses TEA eligibility based on four calculation methodologies USCIS accepts—three related to calculating unemployment rates and one related to qualification as a rural TEA. Unemployment rates are calculated using (1) American Community Survey (ACS) five-year unemployment data by census tract, (2) the census-share methodology, which is based on a combination of ACS data and county-level BLS data, and (3) BLS county-level data for TEA determination on a county-wide level. To determine rural qualification, population and geographical data are considered. To qualify as a TEA, a project site needs to qualify under only one calculation method.

A TEA can also be created by combining directly adjacent census tracts and considering the weighted average unemployment rate. The EB5AN TEA map performs this function automatically.
