Check the EB5AN targeted employment area map for your location

Because targeted employment area (TEA) designation holds numerous benefits for EB-5 projects in Sugar Land and other cities, it is important to understand both the benefits of and the USCIS process for TEA designation. To determine whether your EB-5 project location falls within a TEA, please consult our free EB-5 TEA map, which includes data for the entire United States. All you need to do is to enter the project address—the rest of the process is automated.

The EB5AN TEA map relies on the most recently published versions of two data sets, namely American Community Survey (ACS) five-year data and Bureau of Labor Statistics (BLS) data. It assesses TEA eligibility based on four calculation methodologies USCIS accepts—three related to calculating unemployment rates and one related to qualification as a rural TEA. Unemployment rates are calculated using (1) American Community Survey (ACS) five-year unemployment data by census tract, (2) the census-share methodology, which is based on a combination of ACS data and county-level BLS data, and (3) BLS county-level data for TEA determination on a county-wide level. To determine rural qualification, population and geographical data are considered. To qualify as a TEA, a project site needs to qualify under only one calculation method.

A TEA can also be created by combining directly adjacent census tracts and considering the weighted average unemployment rate. The EB5AN TEA map performs this function automatically.

Sugar Land: The sweetheart of Texas

Sugar Land is in Eastern Fort Bend County and just 20 miles from downtown Houston. It was originally a sugar plantation in the 19th century and became incorporated in 1959. Corporate headquarters in the city include Minute Maid, Tramontina USA, and Noble Drilling.

The city encompasses almost 43 square miles. Easily accessible to Houston, it’s the 49th-biggest city in Texas, and its moderate population size makes it a favorite for commuters and those who want a quieter community.

It’s also known as being one of the wealthiest and fastest-growing cities in the state. The population jumped 158% between 1990 and 2000, and there’s been a 46% increase in jobs from 2000 to 2007.

In 2003, Sugar Land officially became a principal city and ousted Galveston in the rankings of most important city in the Houston metro area. To keep up with the booming economy, educational facilities are also being prioritized. The University of Houston System at Fort Bend relocated to a nearby 250-acre campus in 2002.
